  2.  The Law against the Overcrowding of German Schools and Institutions of Higher Learning set a Jewish quota of 1.5 percent of high-school and university enrolment, and stipulated a limit of 5-percent Jewish enrolment in any single school. Because a compulsory education law was in effect, Jewish enrolment in primary schools was not limited for the time being. However, growing numbers of Jews voluntarily moved to purely Jewish settings by 1938, when they were totally barred from general institutions. In autumn 1941, the Jewish schools were closed by administrative order.
